e U.S. Navy Talent Pipeline Program National Signing Day celebrated the nearly 8,000 men and women who made the decision to begin careers supporting the Maritime and Defense Industrial Base this past year. They are moldmakers, welders, machinists, technicians, engineers, planners, administrators, supervisors, and future leaders. While employers were recognized for their commitment to workforce development, the day belonged to the people who said "yes" to a new opportunity.
Throughout the afternoon, leaders from the U.S. Navy, industry, and workforce organizations shared a common message. Every new hire strengthens America's industrial capacity. Every successful career helps ensure the nation has the skilled workforce needed to build and maintain the products that keep our economy moving and our military prepared.
As attendees traveled through the stories of Talent Pipeline Program cohorts from across the country, one theme emerged again and again. Workforce development is not about filling positions. It is about changing lives.
No story demonstrated that better than Noel Schramkowski from CEPEDA in Louisville, Kentucky.
Representing one of the Frontier Flag employers, Noel first appeared in a video that introduced her journey. The audience listened as she described the opportunity she had been given and the difference it made in her life. When she later walked onto the stage to share her story in person, the room became remarkably quiet.
She did not deliver a polished corporate presentation. She spoke with authenticity, gratitude, and genuine emotion. Her remarks reminded everyone in attendance that behind every hiring statistic is a person who simply wanted an opportunity to build a better future while also helping to defend our nation.
Her story represented thousands of others.
It represented the young person looking for a first career. The experienced worker seeking a fresh start. The individual searching for a company that believes in their potential. It reminded everyone that the Talent Pipeline Program is successful not because of the processes it teaches, but because of the people those processes help.
Sherri Landers, Human Resources Manager at CEPEDA, spoke about Noel's journey before introducing her, reinforcing the company's commitment to investing in people first. That commitment has produced results. CEPEDA welcomed 67 new hires this year through the Talent Pipeline Program, demonstrating that workforce success begins with leadership that believes people are worth developing.
Following Noel's remarks came the most powerful moment of the afternoon.

As hundreds of new teammates gathered together, the audience saw what success truly looks like.
